Arizona is a SARA state, and MRU's NC-SARA disclosure marks its FNP, AGACNP and PMHNP tracks "Meets" there. Before any Arizona clinical hour, though, the Arizona State Board of Nursing expects the out-of-state APRN program itself to hold Board approval.

Living in Arizona meets MRU's SARA residency rule for the whole program. The catalog adds a caution: MRU commits to Florida's licensure requirements only and asks students elsewhere to check with their home board, here the Arizona State Board of Nursing (AZBN).

AZBN approval comes before Arizona clinicals
Both pre-licensure and APRN programs fall under AZBN's regulation, by the Board's own account. Under the advisory opinion covering out-of-state APRN programs (last revised in November 2020), no student may do clinical experiences in Arizona until the program has applied for approval. The sequence, as the Board describes it:
- The program applies to AZBNMRU, not you, applies. A streamlined review applies to a school in good standing with national accreditation whose specific track has its home-state board's approval; MRU reports ACEN accreditation and Florida Board of Nursing approval for its master's programs.
- The program tracks licenses and placementsOnce approved, a program has to keep records of where every student is placed and of the licensure of its students, preceptors, faculty and director.
- The program reports to the BoardAZBN may ask for data through an annual survey or audits.
- Your Arizona hours beginOnly then, and only with a preceptor MRU has approved.

Who can precept an MRU student in Arizona
Arizona is full practice under AANP's classification. The advisory opinion also sets license rules for out-of-state programs. A physician preceptor must hold an unencumbered Arizona medical license; an APRN preceptor must hold Arizona APRN certification on top of an unencumbered RN license, either Arizona or multistate. Phoenix-Mesa-Chandler, about 5.23 million people in 2025, has Banner Health (including its Banner - University Medicine academic centers), Scottsdale's HonorHealth, Phoenix Children's and Mayo Clinic in Arizona. Tucson, about 1.07 million, has TMC Health. Next in size come two smaller metros, Prescott Valley-Prescott and then Lake Havasu City-Kingman. Treat them as a map of the market, not as MRU partners.
License rules for Arizona clinicals
APRN students doing Arizona clinicals for an out-of-state program need an unencumbered Arizona RN license or a multistate license. The Nurse Licensure Compact has been in effect in Arizona since 19 January 2018, so an Arizona multistate license covers you and also meets MRU's DNP condition of a Florida or Compact license.
RN-to-BSN programs are not covered by the advisory opinion. If you plan the 135 hours in NUR4269, NUR4679 and NUR4689 in Arizona, ask MRU how it treats Arizona for that program. Rule R4-19-217, which requires a distance program's clinical supervising faculty to be licensed where the clinical happens, is also MRU's question. See MRU clinicals outside Florida.

Questions MRU students ask
Is MRU approved by the Arizona Board of Nursing for NP clinicals?
MRU's public documents are silent on its Arizona status. AZBN's advisory opinion requires out-of-state APRN programs to apply before any student clinicals in Arizona, with a streamlined review for tracks approved by their home-state board at nationally accredited schools. Ask the Office of Academic Affairs for MRU's Arizona status before you confirm a start date.
Can a physician precept my MRU FNP course in Arizona?
Arizona's advisory opinion allows physician preceptors for out-of-state APRN programs if they hold an unencumbered Arizona medical license. Whether MRU accepts a physician for a particular course is set out in its student handbook, which is not public, so check before you ask. Either way, MRU must approve the preceptor before any hours count.
Will my Arizona preceptor get a state grant for teaching me?
Not at present, as far as the public record shows. Arizona's grants for volunteer preceptors of graduate students, NP students included, were paid through ADHS under A.R.S. 36-1806. According to the legislature's FY 2027 budget report, neither FY 2026 nor FY 2027 was funded, and money left unspent from earlier years reverted in June 2026. Do not plan around a grant when you ask someone to precept you.
Do I need Arizona APRN certification as an MRU student?
No, that requirement is for your APRN preceptor, who needs Arizona APRN certification on top of an Arizona or multistate RN license. As a student you need an unencumbered Arizona RN license or a Compact multistate license, plus MRU's clearance and approval steps before your first clinical day.
