MRU clinicals in Mississippi: the IHL review comes first
Programs run from outside Mississippi answer first to the Board of Trustees of State Institutions of Higher Learning (IHL) rather than the Board of Nursing. IHL treats clinical practicums in the state as physical presence and reviews the program first, a process it says can take up to three months.

MRU programs open to Mississippians
Living in Mississippi, a SARA member, keeps you within MRU's residency condition, and MRU's NC-SARA disclosure puts "Meets" next to Mississippi for each NP specialty. MRU's catalog, though, vouches only for Florida's licensure requirements and tells students elsewhere to consult their board. The Mississippi Board of Nursing licenses you; IHL governs nursing degree programs.

Why a clinical rotation counts as physical presence
IHL holds any nursing degree program from another state, graduate or undergraduate, to Mississippi standards once it offers clinical experiences here. Here is how that plays out:
- Clinicals trigger physical presenceBecause IHL counts in-state practicums as domiciled activity, the program goes through a review by IHL Nursing Education.
- Request earlyAppendix S of IHL's procedures manual (August 2024) tells programs under control outside Mississippi to request that review four or more months ahead of the start date.
- Allow for the reviewBy IHL's estimate, review can run as long as three months.
- Distance-education authoritySeparately, the program needs either SARA participation or a non-SARA authorization from MCCA. MRU lists itself in its catalog as a SARA participant.
The filing is MRU's, not yours, but it sets your calendar. Before you commit a preceptor to a term, confirm through Academic Affairs at MRU that an IHL review is complete.
SARA lets MRU enroll you from Mississippi; it does not replace IHL's review of clinicals held in the state.
Collaborative relationships and Mississippi's systems
AANP groups Mississippi with the reduced-practice states. Each NP there practices under a collaborative relationship the Board has approved, with a dentist or physician holding a Mississippi license. Your NP preceptor will have that relationship behind them. MRU's own preceptor standards are in the student handbook; read MRU's preceptor requirements for the public outline.
Jackson is the largest metro, about 610,000 people in 2025, followed by Gulfport-Biloxi (about 431,000), the Mississippi part of the Memphis metro (about 278,000) and Hattiesburg (about 158,000). Students weighing Mississippi sites usually look at five systems. Two are Forrest Health and Singing River Health System; the rest are the University of Mississippi Medical Center (UMMC), Baptist Memorial Health Care, a Memphis system whose Jackson hospital is Mississippi Baptist Medical Center, and North Mississippi Health Services. We name them as the landscape only; no state preceptor incentive came up in research.
The Compact, and IHL's license standard
A post-licensure student in any APRN clinical course needs, by IHL's standards, an unencumbered RN license valid in whichever state the clinicals happen, and programs from other states are held to the same standard. Mississippi has been a Compact state since 19 January 2018. The Board holds that compact rules let a nurse in good standing, living mainly in one Compact state, work in the rest, and it says employers cannot demand a license from a remote state.
A Mississippi multistate license therefore covers Mississippi sites and meets the DNP's admission condition. MRU's clearance and insurance steps are on clinicals outside Florida.

Questions MRU students ask
How far ahead does MRU need to request IHL review?
At least four months before the start date, per IHL's procedures manual for programs controlled outside Mississippi, and IHL puts the review itself at up to three months. If MRU has not been reviewed, a preceptor found a few weeks before term will not help. Ask MRU where its Mississippi review stands.
Doesn't MRU's SARA membership cover Mississippi clinicals?
Only part of it. IHL requires an out-of-state program to participate in SARA or hold MCCA authorization, and MRU says it participates in SARA. Separately, IHL treats clinical practicums as physical presence, which triggers its own review of the nursing program. SARA does not take the place of that review.
Can I train at a Memphis practice while living in Mississippi?
A Memphis site is in Tennessee and follows Tennessee's rules. Your Mississippi multistate license is valid in Tennessee, a Compact member, but a 2026 Tennessee bill would pause Board approvals of out-of-state programs for two years; its enactment could not be confirmed. Does IHL's license rule affect my PMHNP or AGACNP hours?
It applies to every APRN clinical course, so yes: you need an unencumbered RN license valid in Mississippi for all 765 PMHNP or 810 AGACNP hours at Mississippi sites. A Mississippi multistate license does that. The AGACNP also adds a three-day campus weekend in Miami Springs in semester I.
