Which MRU programs work from Delaware
Delaware is among the 49 states in MRU's NC-SARA disclosure, where all three NP tracks are rated "Meets". MRU's catalog still commits only to Florida's licensure requirements and asks out-of-state students to consult their home board first: the Delaware Board of Nursing, within the Division of Professional Regulation.

Delaware's notice-and-approval rule for out-of-state schools
24 Del. Admin. Code 1900 requires any school based outside Delaware to give the Board notice before it uses clinical facilities in the state. The standards speak of "all nursing education programs" and treat graduate, RN-to-BSN and pre-licensure programs alike, so assume they reach MRU. The order the rule sets out:
- The school notifies the BoardRequired ahead of the first use of any Delaware facility (1900-2.4.1.9.4.1.5).
- The school files its documentsCopies of current Delaware or multistate licenses for faculty and preceptors, their names and assigned sites, the school's requirements for clinical faculty and preceptors, copies of written agreements with each clinical agency, and proof that its state board has approved the program or that it holds national accreditation.
- The Board approves the facilityUnder 1900-2.4.1.9.4.1.4, no student is assigned until the facility is approved; the Board decides from the school's forms and may send representatives to visit.
- You are assigned and beginWith MRU's approval of your preceptor already in hand.
The Board wants your preceptor's name, site and license copy, so a late preceptor change in Delaware is not a quick swap. Leave time.
Who counts as a preceptor in Delaware
Delaware's rule sets two marks for a preceptor: a valid license and a BSN or a higher degree. If faculty from an online program precept or act as clinical instructor at a Delaware facility, their license or privilege must match or exceed the level the student is preparing for; for an MRU NP student, that means an APRN. MRU adds qualification rules of its own, published only in the student handbook; MRU preceptor rules collects what is public.
AANP rates Delaware as full practice. Four large systems operate there: Bayhealth, ChristianaCare, Beebe Healthcare, and Nemours Children's Health, which runs its Delaware hospital in Wilmington. About 588,000 people live in Delaware's part of the Philadelphia-Camden-Wilmington metro, about 277,000 in the Seaford micropolitan area and about 195,000 in the Dover metro. These are places students look, not MRU sites.
Two compacts, one not yet running
Delaware has been in the Nurse Licensure Compact since 19 January 2018, so a Delaware multistate RN license covers your clinicals and meets the DNP's Florida-or-Compact condition. Delaware also enacted the APRN Compact on 4 August 2021. It takes seven states to operate and only five have enacted it (Delaware, Utah, Wyoming, North Dakota and South Dakota), so it changes nothing for your clinicals or a future NP license today.

Who files the Delaware Board notice, me or MRU?
The school. Delaware's rule puts the notice and documents on the out-of-state program: approval proof, agency agreements, faculty and preceptor requirements, names and sites, and license copies. What falls to you is getting accurate preceptor and site details in early and then checking with the Office of Academic Affairs whether MRU's Delaware notice is in place.
How long does Delaware's facility approval take?
Neither Delaware's rule nor MRU publishes a timeline. The rule says only that a facility must be approved before students are assigned and that Board representatives may visit. MRU's own paperwork deadlines sit in the student handbook, so start as early as the calendar allows; Spring 2027 classes begin on 4 January.
Can I train in Pennsylvania or Maryland while living in Delaware?
Wilmington sits in a metro that spans Pennsylvania, New Jersey, Delaware and Maryland, so a nearby site may be across a state line. If it is, that state's rules apply rather than Delaware's. MRU's residency rule concerns where you live, but ask MRU before planning hours in another state.
Could Nemours count for my FNP pediatric hours?
With its Delaware hospital in Wilmington, the multi-state pediatric system Nemours Children's Health is one example of where students look for infant-to-adolescent experience in MSN6150. Like any Delaware facility, it would need Board approval through MRU's notice, its own onboarding, and MRU's approval of your preceptor.
