MRU nursing from Illinois: programs, rules and preceptors
Illinois belongs to SARA, so MRU's post-master's NP certificates, FNP master's, RN-to-BSN and nursing leadership MSN all accept Illinois residents. Two facts shape the rest: Illinois is not a Nurse Licensure Compact member, and its nursing rules lay out a five-part filing that visiting programs make before using Illinois clinical settings.

What MRU opens to Illinois residents
MRU's August 2025 NC-SARA disclosure lists Illinois and rates its FNP, AGACNP and PMHNP tracks "Meets". The catalog is more guarded, committing only to Florida's licensure requirements and telling anyone outside Florida to consult their own board before enrolling. Here that means IDFPR's Illinois Board of Nursing. A mid-program move is only safe into Florida or a SARA state; see the residency rule.

Rule 1300.340(n): Illinois's filing for out-of-state programs
Under 68 Ill. Adm. Code 1300.340(n), a nursing program based in another state files five items before its students use Illinois clinical settings: proof of approval or accreditation from its home board, a letter setting out the dates, agencies and units it wants, the syllabus for the course, the executed agreement with the clinical facility, and the forms on faculty qualifications and preceptors. Approval lasts two renewable years, with annual reports. Nursing faculty must hold Illinois RN licenses.
What stays unclear is reach. The provision sits within the rules for approving RN programs and is silent on RN-to-BSN or graduate NP study. How MRU reads it is MRU's call; ask the Office of Academic Affairs directly before a preceptor commits to dates.
Collaborative agreements and the Illinois preceptor pool
Illinois is a reduced-practice state in AANP's scheme. Which arrangement applies turns on the setting: some NPs hold a collaborative agreement with a physician, while others satisfy practice and CE thresholds and rely on a consultative relationship when prescribing benzodiazepines and certain Schedule II drugs. Subsection (j) of that rule sets four conditions for a staff preceptor: an RN license valid where the student practices, approval from program faculty, an orientation, and remaining available whenever the student is caring for patients. Advocate Health Care, Northwestern Medicine, UChicago Medicine, Endeavor Health and OSF HealthCare are frequent stops for Illinois NP students. Roughly 8.7 million people live in the Chicago-Naperville-Elgin metro. Beyond it, Peoria (about 364,000 in 2025) and Rockford (about 337,000) are the largest, while about 672,000 live in the Illinois portion of the St. Louis metro. None is named here as an MRU site.
Illinois does give preceptors something back. An APRN preceptor may claim 10 CE hours toward renewal for each semester or quarter spent with an APRN student, capped at 30 in any one renewal period, and the student's school provides the documentation.
No Compact in Illinois: the license your clinicals need
The Compact map shows Illinois as a nonmember with no bill pending. Multistate licenses issued elsewhere carry no privilege here, so hours at an Illinois site need an active Illinois RN license.
The DNP feels this most: it requires an active RN license from Florida or a Compact state, which an Illinois license is not, so ask MRU admissions what it will accept. Every program still runs through American Data Bank clearance, a Level II fingerprint check, insurance proof due 15 days or more before the externship starts, and MRU's sign-off on your preceptor. Questions MRU students ask
Does Illinois require MRU to be approved before my clinicals start?
Possibly. Under Rule 1300.340(n), a program from another state that wants Illinois clinical placements files five items and, once approved, holds that approval for two years. It sits among the RN program-approval rules and never mentions graduate programs, so whether an Illinois approval is on file is a question for MRU's Office of Academic Affairs.
My multistate license comes from another state. Does it cover Illinois clinicals?
No. Because Illinois never joined the Compact, a multistate license from anywhere else gives you no right to practice at an Illinois site. You need an active Illinois RN license for those hours. For the same reason, an Illinois license on its own does not meet the Florida-or-Compact condition for MRU's DNP, which is worth settling with admissions before you apply.
Will precepting me earn my Illinois preceptor CE hours?
It can. An APRN who supervises one APRN student through an academic semester or quarter can put 10 CE hours toward Illinois license renewal, with no more than 30 counted per renewal period. The school documents it, so check that MRU will before you mention the credit to a preceptor.
Living in the Metro East, could I train at a St. Louis practice?
A St. Louis practice is in Missouri, and Missouri's rules govern it. Missouri is a Compact state where an Illinois single-state license gives no privilege, so you would need a Missouri license for those hours. Tell MRU before planning any hours outside Illinois.
