Studying at MRU from New York: the registration question
SARA membership means New Yorkers meet MRU's residency rule for its online programs. Clinicals are another matter. NYSED will not let an online or out-of-state nursing program place students in New York rotations until NYSED has registered or approved it, and our research turned up no record either way for MRU.

Open to New York residents, with a large caveat
MRU's NC-SARA licensure disclosure lists New York and rates the FNP, AGACNP and PMHNP tracks "Meets". Its catalog stands behind Florida licensure requirements alone and tells anyone outside Florida to consult their home regulator first. In New York that regulator is the Office of the Professions within the State Education Department, home to the State Board for Nursing.

NYSED registration comes before any rotation
NYSED's nursing FAQ is blunt. Out-of-state and online nursing education programs need NYSED registration or approval before they can put students into clinical rotations anywhere in New York State; the only exception is federal facilities of the U.S. Armed Forces and the Veterans Administration. Where the student is in NP training, registration has to cover the NP education program itself. NYSED warns that doing NP rotations outside a registered program "could also be illegal".
SARA does not change this. According to NYSED's Office of College and University Evaluation, a clinical placement in one of New York's licensed professions counts as physical presence, and even a SARA institution then needs the Office of the Professions to grant prior approval or an exemption. To check a program's status, NYSED asks you to write to opprogs@nysed.gov, giving the name and address of the program, and MRU takes licensure questions at MRUCompliance@mru.edu. Do not start NP hours in New York until NYSED or MRU has confirmed in writing that MRU's program is registered or approved.
Full practice after 3,600 hours
AANP rates New York as full practice, with a transition period. Until an NP passes 3,600 practice hours, they need a collaborating physician, with whom they keep a written practice agreement and protocols. MRU sets its own preceptor standards in a handbook that is not public; MRU's preceptor requirements explains what is known.
New York's share of the New York-Newark-Jersey City metro is about 13 million people. Upstate, Buffalo-Cheektowaga has about 1.16 million, Rochester about 1.06 million and Albany-Schenectady-Troy about 916,000. The big names are Mount Sinai Health System, NewYork-Presbyterian, the University of Rochester Medical Center, Northwell Health and NYC Health + Hospitals; whether any could host an MRU student depends first on NYSED.
A New York license, because there is no Compact
New York does not belong to the Nurse Licensure Compact, NYSED states, and RNs holding licenses from other states are directed to its New York license checklist. Clinicals at a New York site therefore call for a New York RN license.
The same fact shapes the leadership DNP, which admits nurses licensed in Florida or a Compact state. A New York license fits neither category, so a New Yorker would need a Florida license; ask MRU admissions before applying.

Questions MRU students ask
How do I check whether MRU's NP program is registered with NYSED?
Students and programs alike can send the program's name and address to NYSED's Office of the Professions at opprogs@nysed.gov and ask. Ask MRU as well, through the Office of Academic Affairs or MRUCompliance@mru.edu, and keep both answers. If neither confirms registration or approval, plan your NP clinicals somewhere other than New York.
Can I do MRU clinicals at a VA hospital in New York?
Federal sites run by the U.S. Armed Forces or the Veterans Administration are excluded from NYSED's registration requirement. A VA facility still has its own student requirements, and MRU must approve the preceptor and site like any other. Check which of your clinical courses a VA setting could cover before building a plan around it.
Could I train in Pennsylvania or New Jersey instead?
Possibly, but check with MRU that it accepts a site outside your home state. Pennsylvania's 49 Pa. Code 21.118 lets RNs licensed in another U.S. jurisdiction and enrolled in an accredited graduate nursing program practice in required clinical settings, unpaid, without a Pennsylvania license. Can an NP with under 3,600 hours precept me in New York?
New York's 3,600-hour threshold governs the NP's own practice: short of it, the NP relies on a written practice agreement plus protocols agreed with a collaborating physician. Nothing in that rule, as AANP describes it, speaks to precepting. MRU's handbook criteria decide, so give MRU the NP's credentials and practice history before you rely on them.
