North Dakota's SARA membership satisfies MRU's residency rule. The difference here is NDBON: its distance-education recognition covers out-of-state programs whose students train in North Dakota facilities on the way to APRN licensure, so MRU's NP tracks fall inside it.

MRU's NC-SARA disclosure names North Dakota and shows "Meets" beside the FNP, AGACNP and PMHNP tracks. MRU's catalog, though, only vouches for Florida's licensure requirements and asks students in other states to confirm with their own board, the North Dakota Board of Nursing (NDBON).

NDBON distance recognition reaches NP programs

NDBON's distance guidelines apply to out-of-state programs placing students in North Dakota facilities, and the students they have in mind are those working toward LPN, RN or APRN licensure. That wording brings NP programs in. Graduate programs owe an annual fee, and the recognition request has to arrive 60 days ahead of any planned student activity. Every semester after that, before any student activity, the program sends student names with North Dakota or Compact license details, facilities, courses, preceptor and faculty names with resumes and licenses, affiliation agreements, and word from each facility that it has space for the clinical.

The statutes behind this are NDCC 43-12.1-17(1), under which an out-of-state program needs approval from the board of the state where it is headquartered, and NDCC 43-12.1-04(12), which exempts students of board-recognized out-of-state programs once the Board is notified in writing, subject to clinical site availability. Recognition also needs proof of NC-SARA approval or authorization from the State Board of Higher Education. Because MRU must report your preceptor to NDBON before each semester's activity, a North Dakota preceptor chosen at the last minute may not be usable that term.

Full practice, and a state in both compacts

AANP rates North Dakota as full practice, so NPs can practice independently and NP-owned clinics are fair targets. North Dakota's Compact membership also dates from 19 January 2018: a multistate license based here covers clinicals at home and in other member states while meeting the DNP's Florida-or-Compact license rule.

North Dakota is also one of only five states, with Delaware, South Dakota, Utah and Wyoming, to have enacted the APRN Compact, signing it on 9 March 2021. That compact is not yet running: it starts only once seven states enact it. For now it changes nothing for your preceptor or for you. MRU's own preceptor rules sit in its handbook.

Where North Dakota NP students look

North Dakota's population is spread thin. The Fargo metro counts about 202,000 North Dakotans, Bismarck about 140,000, Minot about 76,000 and the North Dakota side of Grand Forks about 74,500. Sanford Health runs medical centers in Fargo and Bismarck; Altru Health System is based in Grand Forks, Essentia Health has a Fargo presence, Trinity Health serves Minot, and Bismarck also has CHI St. Alexius Health, a CommonSpirit member. None is known to host MRU students, and NDBON's rule adds that clinical space must be verified by the facility itself.

Questions MRU students ask

Is MRU recognized by NDBON for North Dakota clinicals?

Confirm it at the source. NDBON's website carries the Recognized Distance Nursing Education Programs list for 2026-2027. Check that list and ask MRU's Office of Academic Affairs directly, because recognition, plus a written notification to the Board, is what lets out-of-state students practice in North Dakota under the statutory exemption.

How early must my North Dakota preceptor be confirmed?

Earlier than you might expect. A program's first recognition request is due 60 days before student activity, and before any student activity in each semester, the program must hand over preceptors' names, resumes and licenses (North Dakota or Compact), plus affiliation agreements and the facility's verification of clinical space. Aim to have your preceptor settled well before MRU's term starts.

Does NDBON recognition apply to MRU's RN-to-BSN or leadership programs?

NDBON's guidelines are framed around students heading for LPN, RN or APRN licensure, and RN-to-BSN programs are not described as covered. MRU's DNP and MSN in Healthcare Systems Leadership do not lead to APRN licensure either. Ask MRU to confirm, but the recognition process mainly concerns the NP tracks.

North Dakota enacted the APRN Compact. Can my NP license travel yet?

Not yet. North Dakota enacted it on 9 March 2021, but only five states have done so, and the compact activates only when seven enact it. Until then, the multistate privilege covers RN and LPN licenses under the Nurse Licensure Compact, not APRN licenses.
