MRU nursing clinicals for students in Minnesota
Minnesota law is fairly open to out-of-state programs: we found no separate Board approval step for them. The friction comes from elsewhere. Minnesota also stands apart from the Nurse Licensure Compact, and some sites, Mayo Clinic among them, set rules stricter than the statute.

MRU programs for Minnesotans
Minnesota's place in SARA makes its residents eligible for MRU's distance programs, and the NC-SARA licensure disclosure records "Meets" for Minnesota under FNP, AGACNP and PMHNP. MRU's catalog commits only to Florida's licensure requirements, so the Minnesota Board of Nursing is where to check licensure questions.

What Minnesota law allows out-of-state students
Program approval from the Board covers programs run inside Minnesota. Programs from elsewhere are handled through Minn. Stat. 148.271(7), the student exemption, whose phrase "nursing program approved by the board" is widened by Minn. R. 6305.0300 subp. 1: a program anywhere in the U.S. or Canada counts if its home state or province has approved it, as long as the instructor supervising the student holds a Minnesota RN license with current registration. A second exemption, 148.271(6), covers an RN licensed elsewhere who is in Minnesota enrolled in a formal course of study, a higher degree for example, and practicing as part of that course.
If you hold a Minnesota license you practice on it in any case. Whether MRU's clinical instructors meet the Minnesota-license condition is not something MRU publishes, so ask the Office of Academic Affairs.
Mayo Clinic's rules and the MERC fund
Mayo Clinic sets four conditions for NP clinical education: the student's school has signed an affiliation agreement with Mayo; the student holds an unencumbered Minnesota nursing license with current registration; a Minnesota DHS background study is done; and the faculty of record holds an RN or APRN license in whichever state the experience takes place. Those are Mayo's site rules, stricter than the statute, and other systems may keep their own lists.
The Minnesota Department of Health's MERC fund partly compensates Minnesota sites for clinical training, APRN training included, but only when the accredited teaching program and the site are both in Minnesota. An MRU rotation would not generate MERC funds, and we found no payment to individual preceptors.
Do not assume a Mayo rotation is possible: it depends on an affiliation agreement between Mayo and MRU, which only MRU can confirm.
The 2,080-hour transition and where students look
In AANP's classification, a Minnesota NP moves to full practice after completing 2,080 or more hours under a collaborative agreement with an APRN or physician. NPs past that mark practice independently; newer ones still have a collaborator. For who MRU itself will accept, see MRU's preceptor requirements.
About 3.65 million people (2025) live in Minnesota's share of Minneapolis-St. Paul-Bloomington. Next are the Minnesota side of Duluth (about 237,000), Rochester (roughly 231,000) and St. Cloud (roughly 206,000). Allina Health, M Health Fairview, Essentia Health, HealthPartners and Mayo Clinic are the systems NP students tend to consider; listing them implies no MRU tie.
License, immunizations and MRU clearance
Because Minnesota is outside the Compact, with no bill pending to join, a Minnesota site calls for a Minnesota license, and that license is valid only within the state. One MRU requirement to raise early: immunization records must be verified by a provider holding a Florida license, and the catalog does not say how distance students arrange that. American Data Bank clearance, fingerprints and insurance proof then follow, and the out-of-state clinicals page lists them in order.

Questions MRU students ask
Can I do MRU clinicals at Mayo Clinic?
Only if Mayo and MRU have an affiliation agreement, which Mayo requires of any student's program. Beyond that, Mayo looks for an unencumbered Minnesota license with current registration, a completed Minnesota DHS background study, and faculty licensed where the experience occurs. MRU does not publish its affiliation agreements, so ask MRU whether one covers Mayo.
I live near Duluth. Can I train across the state line in Wisconsin?
Not on a Minnesota license. It carries no multistate privilege, so Wisconsin, though a Compact state, would require its own license. Wisconsin also says out-of-state schools of nursing, graduate programs included, must be approved by its Board. A Minnesota site is simpler. See our Wisconsin page.
Will my Minnesota clinical site get MERC money for hosting me?
No. MERC eligibility requires the accredited teaching program and the clinical training site both to be in Minnesota, and MRU is in Florida. MERC also pays sites, not individual preceptors. We found no other Minnesota incentive for preceptors of out-of-state NP students.
Can I take MRU's DNP with a Minnesota license?
Not with a Minnesota license alone. MRU wants DNP applicants licensed in Florida or in a Compact state, and Minnesota has neither joined the Compact nor a bill pending to join. A Florida RN license would meet the condition. Confirm with MRU admissions; see the DNP.
