Wisconsin's SARA membership opens MRU's online NP certificates, MSN-FNP, leadership MSN, DNP and RN-to-BSN to residents. Before you train in the state, though, Wisconsin expects an out-of-state school to hold Board of Nursing approval under N 1.06, at every level from associate degree to graduate.

MRU programs a Wisconsin resident may enroll in
Wisconsin satisfies MRU's condition that online students remain residents of Florida or another SARA state for as long as they are enrolled (residency rule). Wisconsin sits in MRU's 2025 NC-SARA licensure disclosure with "Meets" beside FNP, AGACNP and PMHNP. MRU's catalog is more careful, promising licensure fit only in Florida and asking you to check with your own board, the Wisconsin Board of Nursing, which sits inside DSPS, the Department of Safety and Professional Services.

N 1.06: Wisconsin approves out-of-state schools
According to DSPS Form 3067-OEE (revised 13 April 2026), out-of-state schools of nursing need Wisconsin Board of Nursing approval, and the requirements for it are set in Wis. Admin. Code N 1.06. The rule reaches practical nursing programs and RN programs whether associate, bachelor's or graduate, and post-licensure bachelor's programs are named in it directly. Continued approval then depends on a self-evaluation report filed on Form 3069OEE.
Faculty and preceptors for clinicals held in Wisconsin must be licensed in Wisconsin or hold a privilege to practice there. DSPS publishes its Approved Out Of State Nursing Schools list. Search the current list for Miami Regional University, then ask the Office of Academic Affairs what MRU's Wisconsin status is.
Confirm MRU's Wisconsin approval before a preceptor commits. A willing preceptor cannot stand in for the school's approval.
Act 17 and Wisconsin's new APRN license
In AANP's fact sheet Wisconsin is reduced practice, meaning NPs practice in collaboration with a physician, and the sheet also flags the APRN Modernization Act. Known formally as 2025 Wisconsin Act 17, that law has been in effect since 1 September 2026. Existing APNP licenses have been converted to APRN, and DSPS now issues APRN licenses for four roles: CRNA, NP, CNM and CNS. Practicing without a collaborating physician needs a separate application and Board approval.
In practice, a Wisconsin NP preceptor may now be collaborating or independent, and their license record may have changed title recently. MRU applies its own criteria from the handbook; see MRU's preceptor requirements.
Metros and systems Wisconsin students weigh
In 2025 about 1.58 million people lived in Milwaukee-Waukesha, about 710,000 in Madison, roughly 337,000 in Green Bay and some 250,000 in Appleton. Among the systems Wisconsin NP students tend to approach are Froedtert ThedaCare Health, Aspirus Health, Advocate Health's Aurora Health Care, UW Health and Ascension Wisconsin. Treat them as a starting map, with no MRU link implied. Our research found no Wisconsin preceptor tax credit or grant.
Your RN license in Wisconsin
Wisconsin's membership in the enhanced Nurse Licensure Compact runs from 19 January 2018, though the state has not passed the APRN Compact. A Wisconsin multistate license, the kind residents usually hold, is valid for Wisconsin clinicals and also satisfies the DNP's Compact condition. Does Wisconsin's approval rule cover MRU's RN-to-BSN?
Yes, on the face of Form 3067-OEE. The form says N 1.06 applies to associate, bachelor's and graduate RN programs, post-licensure bachelor's programs among them, so RN-to-BSN clinicals in Wisconsin fall under the same approval question as NP clinicals. Ask MRU before you arrange a community or public health site.
My preceptor's license still says APNP. Is that a problem?
Probably not, but check the record. Under Act 17, DSPS converted existing APNP licenses to APRN licenses from 1 September 2026. Give MRU the current license details from the state's records rather than an old card, so its credential check matches what Wisconsin now shows.
Can my preceptor be licensed in another state?
For clinicals in Wisconsin, faculty and preceptors need a Wisconsin license or a privilege to practice in Wisconsin, so another state's license counts only if it carries that privilege.
