Studying nursing with MRU from an Oregon home
Oregon takes part in SARA, so Oregonians can enroll in MRU's online NP, RN-to-BSN and leadership programs. The Oregon State Board of Nursing's own FAQ says out-of-state APRN programs need no approval to place students in Oregon; the bigger practical hurdle is Oregon's absence from the Nurse Licensure Compact.

MRU programs and Oregon residency
MRU's NC-SARA disclosure covers Oregon, with its FNP, AGACNP and PMHNP tracks rated "Meets". The catalog is more reserved, assuring only Florida's licensure requirements and directing out-of-state students to their home board first, the Oregon State Board of Nursing (OSBN). One row in the table below behaves differently in Oregon: the DNP.

Oregon dropped its NP-student authorization in 2021
Until 1 July 2021, NP students in graduate programs based outside Oregon needed the Board's prior authorization for clinical practicums in the state. The requirement sat in OAR division 851-050, and its repeal took effect on that date. OSBN's APRN FAQ now gives a plain "No" when asked if APRN programs from other states must be approved before they send students to Oregon placements. Its placement page also frees advanced practice programs from any notification, along with programs not aimed at licensure, such as RN-to-BSN or an MSN or DNP that is not an APRN program.
Only pre-licensure PN and RN programs from other states file the annual notification under OAR division 851-021, which takes one form per track. Two OSBN points still apply. Anyone teaching on the faculty in Oregon needs an active Oregon nursing license, and an institution has to satisfy HECC or NC-SARA authorization before it enrolls Oregon students. Older guides may still describe Oregon's NP-student authorization. It was repealed in July 2021.
Full practice from Portland to Bend
AANP rates Oregon as full practice, so NPs work without physician agreements and NP-owned practices are a real option for primary-care and psychiatric hours. MRU's student handbook holds its preceptor criteria; our page on MRU's preceptor requirements shows what is and is not public.
Oregon's share of the Portland-Vancouver-Hillsboro metro is about 2.0 million people, with Salem at about 446,000, Eugene-Springfield at about 382,000 and Bend at about 266,000. The large systems are Samaritan Health Services, Legacy Health, Kaiser Permanente Northwest, Providence Oregon and Oregon Health & Science University. They help you get your bearings, and none has a known tie to MRU.
Outside the Compact: your Oregon license
Oregon has no pending Compact legislation, so multistate licenses from other states do not reach Oregon patients, and you should plan on an active Oregon RN license for clinicals here. The gap also touches MRU's leadership DNP, open to nurses licensed in Florida or a Compact state; an Oregon-only nurse would need a Florida license to qualify.
Distance complicates MRU's clearance too. Immunization records must be signed by a Florida-licensed healthcare provider, liability insurance must be on file 15 days before the externship, and American Data Bank runs the background and document checks. Settle the immunization point with MRU well before your first clinical term.

Questions MRU students ask
Does OSBN have to approve MRU before my NP clinicals in Oregon?
No. OSBN's APRN FAQ answers that question directly: an out-of-state APRN education program can place students in Oregon without the Board's approval, and the placement page exempts advanced practice programs from notification. MRU must still approve your preceptor and site, the facility will have its own onboarding, and an active Oregon license is required of faculty teaching in the state.
Didn't Oregon require authorization for out-of-state NP students?
It did. Under a rule in OAR division 851-050, an NP student in a graduate program from outside Oregon had to get the Board's authorization in advance for any clinical practicum in the state. That rule was repealed effective 1 July 2021. Guides written before then may still mention it. The current position is in OSBN's APRN FAQ and its APRN placements page.
Can I do clinicals across the river in Vancouver, Washington?
The Portland metro spans Oregon and Washington, but each state has its own board and rules, and Oregon's approach to out-of-state programs does not carry over. Read our Washington page, check which license you would need there, and ask MRU whether it approves sites outside the state you live in.
Do my MRU clinical faculty need an Oregon license?
According to OSBN, faculty members who teach in Oregon are expected to be licensed there, with an active Oregon nursing license. How that applies to MRU faculty overseeing your precepted clinical from Florida is something only MRU can answer, through its Office of Academic Affairs. Raise it early, since it affects whether your Oregon placement can start as planned.
