South Carolina is a SARA member, so MRU's post-licensure programs will enroll you from Greenville, Charleston, Columbia or anywhere else in the state. The Board's out-of-state clinical rule targets pre-licensure schools; the harder part for NP students is that every South Carolina NP works under a physician practice agreement.

MRU options for a South Carolina address
Because South Carolina is in SARA, it satisfies MRU's rule that NP, RN-to-BSN and leadership MSN students reside in a member state (or Florida) throughout. MRU's August 2025 NC-SARA licensure disclosure gives the FNP, AGACNP and PMHNP programs a "Meets" for South Carolina. Yet the catalog commits to licensure requirements only in Florida, so check with the South Carolina Board of Nursing before you enroll.

Practice agreements decide who can say yes
AANP classes South Carolina as restricted practice: delegated acts are open to an NP only under a physician practice agreement, and limits apply to supplying controlled substances. The NP who agrees to teach you works under that agreement, so the physician may want a say before a student joins. Its three biggest metros are near each other in size. In 2025 Greenville-Anderson-Greer counted about 1.01 million residents, Columbia about 880,000 and Charleston-North Charleston about 889,000, and another 454,000 or so South Carolinians lived in the Charlotte metro. Common targets for students in the state are Lexington Health, McLeod Health, Prisma Health, Roper St. Francis Healthcare and MUSC Health; this page does not present any of them as having an MRU arrangement.
Regulation 91-6 and programs like MRU's
An out-of-state program that wants to hold clinicals in South Carolina leading to initial licensure must first be approved by the South Carolina Board, according to S.C. Code Regs. 91-6. From then on it needs full approval from its own state, a signed written clinical affiliation agreement, precepted experiences that follow South Carolina rules, and faculty on site during every shift who hold a South Carolina or Compact-state license.
An MRU student living here is in an RN-to-BSN or APRN program, and the regulation is silent on both. That gap is not permission for anything MRU has not cleared: check with the Office of Academic Affairs on any South Carolina step MRU has taken, and ask each facility whether it wants a written agreement with MRU.
The state preceptor tax credit stops at the border
S.C. Code section 12-6-3800 gives uncompensated physician, APRN and PA preceptors an income tax credit per qualifying rotation, plus a deduction for extra rotations, if they take at least two rotations a year of at least 160 hours and serve enough Medicaid and Medicare patients. A 2024 amendment carried it through tax year 2029.
The credit applies only when the student attends a public or independent institution in South Carolina. MRU is a Florida school, so your rotation earns the preceptor nothing under this law.
Leave the tax credit out of your preceptor request. It rewards precepting South Carolina schools' students only.
RN licensing in a Compact state
South Carolina has belonged to the enhanced Nurse Licensure Compact since 19 January 2018, and it has not enacted the APRN Compact. Does Regulation 91-6 cover MRU's FNP students in South Carolina?
The rule is written for programs from other states running clinicals that lead to initial licensure; APRN and RN-to-BSN programs do not appear in it. MRU's FNP students are already licensed RNs, so that approval process is not written for them. Facilities can still set conditions of their own, and no hour counts until MRU has approved your preceptor.
What if my best preceptor option is in Charlotte, North Carolina?
The Charlotte metro spills into South Carolina, but a clinic on the North Carolina side falls under North Carolina's rules. Read our North Carolina guide and ask MRU before you plan hours there. Your RN license must also allow practice in the state where the site sits.
Is MRU's leadership DNP open to a South Carolina nurse?
Yes, provided your RN license is active, unencumbered and issued by Florida or a Compact state; a South Carolina multistate license qualifies. Will a South Carolina preceptor need a Florida license to teach me?
No. Florida's rule 64B9-4.001(13) ties the Florida-license requirement to clinical settings inside Florida. A preceptor in Columbia or Greenville is licensed by South Carolina, and MRU verifies those credentials as part of approval. MRU keeps its own qualification list in the portal handbook.
