What you can study at MRU from a Texas address
Texas counts as a SARA state for MRU's rule that online students reside in Florida or a member state from start to finish (the residency rule). MRU's 2025 NC-SARA disclosure lists Texas and marks its FNP, AGACNP and PMHNP programs "Meets". The catalog still confines its licensure promise to Florida and asks out-of-state students to consult their own board first, so read the Texas Board of Nursing's APRN pages.

The BON's out-of-state approval is a pre-licensure rule
An out-of-state vocational or professional RN program, entry-level master's included, must be approved by the Texas BON before it holds any clinical learning experience in the state, whether or not it belongs to NC-SARA. That comes from Education Guideline 3.1.3, last revised 1 May 2026, together with 22 TAC 214.3(e) and 22 TAC 215.3(e). The school must be approved or exempted by THECB or TWC, show a first-time NCLEX pass rate of at least 80% and apply at least four months ahead. Neither graduate APRN programs nor post-licensure RN-to-BSN programs fall within those rules.
22 TAC 219.10, which covers APRN education, lets a licensed APRN serve as preceptor, as can another licensed health professional who can both supervise and teach, and it asks for written agreements among program, preceptor and agency. Chapter 219 formally governs APRN programs seeking Texas BON approval, not nationally accredited ones, but Texas sites used to it may still want a three-way agreement. Ask MRU how it handles one.
The BON's public list of approved out-of-state programs concerns pre-licensure clinicals. For an NP or RN-to-BSN rotation, your answers come from MRU and the facility.
Delegation, protocols and the four big metros
Texas is restricted practice by AANP's rating. Throughout their careers, Texas NPs practice under a physician's delegation and supervision and maintain written protocols with a physician, and the setting they work in determines the limits on their Schedule II prescribing. A Texas NP preceptor's delegating physician is part of the picture, and MRU's own preceptor criteria sit in its portal handbook (what MRU publishes).
Scale is not the problem. Dallas-Fort Worth-Arlington held about 8.48 million people in 2025, with Houston-Pasadena-The Woodlands close behind at roughly 7.9 million. San Antonio-New Braunfels came next at about 2.81 million, followed by Austin-Round Rock-San Marcos at about 2.62 million. Baylor Scott & White Health, Houston Methodist, San Antonio's University Health, Texas Health Resources and UT Southwestern Medical Center are the systems NP students commonly approach; none is presented here as linked to MRU.
Texas preceptor incentives stop short of NP students
Texas Education Code 54.356 exempts part of the tuition at public Texas colleges for an eligible preceptor and their children, but only for Texas-resident RNs precepting in public undergraduate programs leading to first RN licensure. At THECB, the Statewide Preceptorship Program provides funding for medical students placed with physician preceptors, while the Nursing Shortage Reduction Program awards institutional grants to Texas programs. No Texas preceptor tax credit or NP-preceptor grant was found, so none of this reaches an MRU rotation.

Texas has taken part in the enhanced multistate licensing compact from its 19 January 2018 launch, though not in the APRN Compact. Questions MRU students ask
Does MRU need Texas BON approval before my FNP clinicals?
Out-of-state pre-licensure programs are the ones that 22 TAC 214.3(e) and its counterpart 215.3(e) require to seek approval. As an FNP student you already hold an RN license, so that process is not aimed at you. MRU's approval of your preceptor still comes first, and a Texas facility may set its own agreement terms before it takes you.
Can a Texas physician precept me instead of an NP?
Under Texas's APRN education standards, a preceptor may be a licensed APRN or some other licensed health professional capable of supervising and teaching. MRU sets its own qualifications in the student handbook, which is not public, so confirm with MRU before you ask a physician. Florida's rule naming APRNs, MDs and DOs applies only to Florida sites.
Will my Texas preceptor get a tuition exemption for teaching me?
No. The Education Code 54.356 exemption is for Texas-resident RNs precepting in public undergraduate programs leading to initial RN licensure. It does not extend to graduate, NP or post-licensure students, and an MRU rotation falls outside it on both counts. Set expectations early so the preceptor is not surprised.
How many students can a Texas preceptor take at once?
Texas caps preceptors at two students in professional RN programs, and 219.10 generally caps APRN faculty supervision at six students per clinical course. MRU's own catalog allows no more than eight students per instructor under indirect clinical supervision in its FNP and post-master's programs. Your preceptor and MRU will judge what fits the site.
