Miami Regional University nursing programs for Oklahomans
Oklahoma belongs to SARA, which keeps MRU's online NP, RN-to-BSN and leadership programs open to you there. Oklahoma lets RNs enrolled in APRN programs based elsewhere train clinically without Board permission, but OAC 485:10-5-12(c) attaches three conditions to that, and one of them concerns MRU's faculty.

What MRU offers Oklahomans
In MRU's NC-SARA disclosure, Oklahoma is listed with the FNP, AGACNP and PMHNP tracks shown as "Meets". MRU's catalog restricts its own assurance to Florida licensure requirements and asks students from other states to consult their board first, which here is the Oklahoma Board of Nursing (OBN).

Three conditions for APRN-student clinicals
Under OAC 485:10-5-12, the Board's prior permission is required when an out-of-state program prepares students for initial licensure. Subsection (c) treats RNs in out-of-state APRN programs another way: as long as all three conditions below are true, they can complete clinical experiences and preceptorships in Oklahoma with no permission step.
- You hold an unencumbered license to practice registered nursing in Oklahoma.
- Whoever on the faculty supervises the clinical component is licensed in Oklahoma, unencumbered, at or above the level being taught.
- The program meets OBN's APRN education requirements.
The first is yours to meet. The other two sit with MRU, so ask the Office of Academic Affairs how it satisfies the faculty-license and education conditions for Oklahoma before you lock in a site. Restricted practice and the 6,240-hour rule
Oklahoma is restricted practice in AANP's ranking. For the first 6,240 hours of prescriptive authority, physician supervision has to be documented in a written statement, and NPs may never prescribe Schedule II drugs. So a preceptor early in that period works under a physician's supervision for prescribing. MRU's preceptor requirements page explains what MRU does and does not publish about who can precept.
In 2025 Oklahoma City had about 1.51 million residents and Tulsa about 1.07 million; Enid is near 62,000 and Lawton near 128,000. The large systems are INTEGRIS Health, Hillcrest HealthCare System, OU Health, SSM Health St. Anthony and Saint Francis Health System, listed as reference points rather than as MRU partners.
Oklahoma's preceptor tax credit
The Oklahoma Preceptor Tax Credit Program dates from HB 3351 of 2024, and the Oklahoma Health Care Workforce Training Commission administers it. Physicians, PAs and APRNs with Oklahoma licenses qualify for an income tax credit for delivering primary care in the state and precepting students, APRN students among them. A rotation means 160 aggregate hours. Each preceptor may claim up to 10 a year, first come, first served, while funds last. Per the Oklahoma Tax Commission, it runs for tax years 2026 to 2035 and is nonrefundable, with five years of carryover. Our research does not say whether rotations for out-of-state programs qualify, so a preceptor should ask the Commission.

OBN began issuing multistate RN and LPN licenses when the Compact took effect on 19 January 2018. Holding an Oklahoma multistate license, you can train in Oklahoma or any other member state, and it satisfies the DNP's Florida-or-Compact rule. Oklahoma has not enacted the APRN Compact.

Questions MRU students ask
Does MRU need Oklahoma Board permission before my NP clinicals?
Not when OAC 485:10-5-12(c) is satisfied. Its three conditions are: you hold an unencumbered license to practice as an RN in Oklahoma; a faculty member licensed in Oklahoma, at or above the level taught, oversees the clinical component; and the program meets OBN's APRN education requirements. The prior-permission route is the path meant for out-of-state programs whose students are heading toward initial licensure.
Could my Oklahoma preceptor claim the state tax credit for teaching me?
Possibly, but check first. To qualify, an APRN, physician or PA needs an Oklahoma license, must provide primary care in the state, and must precept eligible students in 160-hour rotations; the cap is 10 a year, while funds last. Our research does not show whether rotations for an out-of-state program such as MRU count, so the preceptor should ask the Oklahoma Health Care Workforce Training Commission.
Can an NP still inside the 6,240-hour supervision period precept me?
Oklahoma's 6,240-hour requirement concerns physician supervision of the NP's prescriptive authority, not precepting. Whether MRU accepts that NP depends on MRU's handbook criteria and its credential check. You may see less independent prescribing with a newer NP, and no Oklahoma NP prescribes Schedule II drugs, so plan other experiences for those topics.
Is the AGACNP certificate workable from Oklahoma?
Yes, if you plan the travel and the sites. Semester I brings a required skills and simulation weekend at MRU's Miami Springs campus. The 810 clinical hours then run through three acute-care courses, which usually means Oklahoma City or Tulsa hospitals, and the OAC 485:10-5-12(c) faculty condition applies to those rotations too.
