MRU nursing programs and California residents

MRU's NP certificates, MSN-FNP, RN-to-BSN and MSN in Healthcare Systems Leadership are not open to people who live in California. Those programs require you to live in Florida or a SARA member state, California is not a SARA member, and California is missing from MRU's licensure table.

Why California falls outside MRU's residency rule

MRU's catalog makes residence an admission condition for the MSN-FNP, the FNP, PMHNP and AGACNP post-master's certificates and the RN-to-BSN: you must "reside in Florida or a SARA member state for the duration of the program". The 2026 MSN in Healthcare Systems Leadership carries the same condition. California has not joined SARA.

MRU's NC-SARA Professional Licensure disclosure, reviewed in August 2025, marks FNP, AGACNP and PMHNP "Meets" for 49 states, DC, Puerto Rico and the US Virgin Islands. California does not appear in it at all. Read together, the two documents leave a California resident outside these programs.

What a Californian could still ask MRU about

The DNP is the one program worth a question. Its admission rule is written around a license rather than a residence: an active, unencumbered RN license from Florida or an eNLC Compact state. Because California stays outside the Nurse Licensure Compact, a California license alone would not meet it, and you would need a Florida RN license. Whether MRU will enroll a California resident in the DNP, given that California is outside SARA, is for MRU admissions to answer. The DNP is a 39-credit leadership degree with 765 indirect practice hours and does not lead to APRN licensure.

If you are planning a move to a SARA state, MRU admissions decides whether and when MRU would admit you, and it is also the office for any question about your residency status.

California's own rule for out-of-state NP clinicals

Apart from MRU's rule, California is strict about out-of-state NP programs. An NP program based outside California cannot place students in the state until the Board of Registered Nursing (BRN) has approved it under 16 CCR § 1486. The program must also teach California NP law, standardized procedure rules included, follow NONPF/AACN standards and use preceptors who satisfy BRN requirements. The BRN maintains a list of the out-of-state programs it has approved.

Students of those programs must hold an active California RN license. Each preceptor must hold a valid California license in their own profession and be qualified in the student's NP category, and a written agreement must link the program, the preceptor and the agency. AANP rates California as restricted practice, with standardized procedure agreements in some settings.

Questions MRU students ask

Can I take MRU's online FNP from California if I keep a Florida address?

MRU's rule is about where you live, not the address on file. The catalog asks you to reside in Florida or a SARA member state for the whole program, so if you actually live in California you do not meet it. MRU admissions is the office to ask about your own residency status.

Could an MRU student from another state do a rotation in California?

Under California's 16 CCR § 1486, you need an active California RN license, your preceptors need California licenses, and the out-of-state NP program needs BRN approval in advance. MRU publishes nothing about California approval, and California is absent from its licensure table, so ask the Office of Academic Affairs before planning any California hours. Does a Compact license from another state let me work in California?

No. California has not joined the Nurse Licensure Compact, and the latest Compact map shows no pending legislation there. RN practice in California needs a California license, and the BRN requires a California RN license before it grants NP certification. That is also why a California license cannot meet the DNP's Compact option.

Can I take MRU's on-campus BSN or MSN Direct Entry from California?

Only by moving. Those programs are taught onsite in Miami Springs, Florida, and MRU schedules their clinicals at contracted externship agencies, so you would need to live within reach of the campus. Admission questions for the pre-licensure programs go to MRU admissions.
