Massachusetts students and MRU's nursing clinicals
Massachusetts has a formal two-part approval route for out-of-state nursing programs, a yearly Part A filing plus a Part B approval for each placement, though its wording targets programs leading to the NCLEX. Its Compact status is also in transition: enacted in November 2024, targeted to take effect in May 2027.

MRU programs open to Massachusetts residents
SARA membership brings Massachusetts inside MRU's residency rule, and the NC-SARA disclosure pairs Massachusetts with "Meets" for FNP, AGACNP and PMHNP. MRU's catalog is narrower, backing only Florida's licensure requirements and directing others to their own board: the Massachusetts Board of Registration in Nursing.

244 CMR 6.03(2): Part A, Part B and who they cover
When a nursing school's parent institution is located outside Massachusetts, any clinical or didactic learning it runs in the state first needs Board approval under 244 CMR 6.03(2). The Board's page sets out the sequence:
- Part A, which approves the parent institution: an annual filing, due six months or more ahead of any clinical placement
- Part B, approval of each student placement, filed at least 30 days before it starts; students cannot begin until the Board's approval letter arrives
- changes made at least two weeks before the placement starts, and the Board told within seven days
- faculty-to-student ratios of 1:10 or less and preceptor-to-student ratios of 1:2 or less
Both the criteria and the Board's definition of a nursing education program are framed around programs whose graduates go on to sit the NCLEX-RN or NCLEX-PN. Nothing on the page mentions graduate APRN or RN-to-BSN programs, which leaves open whether MRU has to file on your behalf. Have that settled by MRU's academic affairs office before a Massachusetts preceptor blocks out dates.
Two years of supervision, then full practice
AANP's scheme puts Massachusetts NPs in full practice once they complete two years of supervision by a qualifying physician or APRN; equivalent experience can earn an exemption. Many NPs you approach will be past that point; newer ones will still be working under a supervisor. MRU's rules on who may precept are in its handbook; MRU's preceptor requirements covers the public detail.
Massachusetts's part of the Boston-Cambridge-Newton metro holds about 4.58 million people (2025), Worcester about 889,000, its slice of the Providence metro about 594,000 and Springfield about 464,000. Students commonly approach Baystate Health, UMass Memorial Health, Mass General Brigham, Boston Medical Center Health System and Beth Israel Lahey Health. That is the market, not a list of MRU sites, and no state incentive for preceptors turned up.
The Compact is law in Massachusetts, but not yet in force
Massachusetts passed the Nurse Licensure Compact into law in November 2024. It only takes effect once implementation is finished, the Board explains, and the target for that is May 2027, following conditional approval of FBI background checks in May 2026. NCSBN's listing still shows the date as to be decided. Until then, multistate licenses from other states give no privilege here, and clinicals at a Massachusetts site need a Massachusetts RN license.

Questions MRU students ask
Does 244 CMR 6.03(2) apply to MRU's NP students?
Unclear. Out-of-state nursing education programs fall under the rule, yet the Board's criteria are written around programs leading graduates to the NCLEX-RN or NCLEX-PN. MRU's NP certificates and MSN-FNP are post-licensure. If MRU decides a filing is needed, Part B must reach the Board at least 30 days before your placement starts.
When will a multistate license work in Massachusetts?
Not before the Board completes implementation, which it is targeting for May 2027. The Compact was enacted in November 2024, but until it takes effect the Board tells nurses to follow the current Massachusetts license process. Check the Board's Compact page before counting on a new date.
Can I train across the line in Rhode Island?
Only with a Rhode Island license for now. Rhode Island joined the Compact in January 2024, but your Massachusetts license is single-state until Massachusetts implements the Compact, so it does not reach Providence. Can I start MRU's DNP from Massachusetts?
Admission to the DNP turns on your RN license: Florida-issued, or from a Compact state, and in good standing. Massachusetts has enacted the Compact but not implemented it, so a Massachusetts license may not satisfy that yet. A Florida license would.
