New Hampshire nurses in Miami Regional University programs
New Hampshire belongs to SARA, so MRU's online NP certificates, MSN-FNP, RN-to-BSN and leadership MSN can all be studied from home. The Board's filing rule for out-of-state clinicals, Nur 602.15(j), is written for pre-licensure schools, and OPLC places post-licensure programs beyond the Board's regulatory reach.

MRU programs open to Granite State residents
New Hampshire sits in MRU's NC-SARA disclosure alongside the other listed states, with its FNP, AGACNP and PMHNP tracks recorded as "Meets". MRU's catalog is more guarded, confirming Florida licensure requirements only and asking students outside Florida to check with their home board. Yours is the New Hampshire Board of Nursing, which sits within a state agency, the Office of Professional Licensure and Certification, known as OPLC.

Nur 602.15 and who has to file
Nur 602.15(j) is the rule for out-of-state clinicals; its heading reads "Distance Education-Pre-Licensure". It covers pre-licensure programs that are approved, based in another state and under contract with New Hampshire facilities. Such a school registers its intent with the Board, gives six weeks' notice before each placement, and files paperwork on three levels: the Form A petition, yearly; the Part B Student Clinical Placement form, once per rotation; and the Clinical Preceptor Agreement, once per preceptor.
On OPLC's education page, RN-BSN and RN-MSN are named as examples of post-licensure programs that fall outside Board regulation. Every MRU NP program admits licensed RNs, which puts it on the post-licensure side, though the page does not name NP certificates. The Legal Information Institute's copy of Nur 602.15 also shows an expiry date of 23 January 2026, while OPLC still cited the rule that month. See MRU clinicals outside Florida for MRU's side.
A Clinical Preceptor Agreement is a New Hampshire pre-licensure form. Do not confuse it with MRU's own preceptor approval, which you need whatever the Board requires.
Full practice and New Hampshire's hospital systems
AANP rates New Hampshire as full practice with no added conditions, so NPs can practice and own clinics without a physician agreement. That makes NP-run primary-care and psychiatric practices realistic options for MSN5700 or the PMHNP clinicals. MRU prints its preceptor qualifications in the handbook, not on its website, and our preceptor-requirements page explains that gap.
About 459,000 New Hampshire residents are counted in the Boston-Cambridge-Newton metro, Manchester-Nashua holds about 433,000 and the Concord area about 158,000. Concord Hospital Health System, HCA Healthcare's Catholic Medical Center and Dartmouth Health, the parent of Dartmouth Hitchcock Medical Center, are among the larger systems, along with Elliot Health System and its SolutionHealth partner, Southern New Hampshire Health; in July 2025 the boards of those two proposed ending the partnership. We cite them for orientation; MRU has no known link with any of them.
Your license in a Compact state
The multistate license went live on 19 January 2018, and New Hampshire has been a Nurse Licensure Compact member from that date. With New Hampshire as your primary state of residence, the multistate license it issues lets you train at home or in any member state and satisfies the DNP's Florida-or-Compact license rule. The APRN Compact has not been enacted in New Hampshire.
MRU's own clearance comes first either way: American Data Bank screening, which includes fingerprinting for the Level II check, and your individual liability insurance on file at least 15 days before the externship.

Does the New Hampshire Board need a Clinical Preceptor Agreement for my MRU preceptor?
That form is part of the Nur 602.15(j) process, which applies to pre-licensure programs from other states. OPLC's list of post-licensure programs the Board does not regulate includes RN-BSN and RN-MSN, and MRU's NP programs admit only licensed RNs. Ask MRU to confirm its position for your course, and remember MRU approves your preceptor separately in every case.
Is Nur 602.15 still in force?
Unclear. The Legal Information Institute's copy shows an expiry date of 23 January 2026, but OPLC was still citing the rule in January 2026, and whether it was readopted was not confirmed. For an MRU graduate student it matters less, because the rule's filing steps are written for pre-licensure programs, but check OPLC's education page if you are unsure.
Does the SolutionHealth breakup change where I should look?
It may change who you contact. SolutionHealth had two founding members, Elliot Health System plus Southern New Hampshire Health, and in July 2025 their boards put forward a proposal to dissolve it. Rather than assuming one shared student process, ask each hospital or practice directly how it handles NP student requests, and confirm it accepts students from programs based outside New England.
Who can precept the leadership MSN practicum in New Hampshire?
MRU's leadership practicum calls for a preceptor who is a nurse, holds at least a master's degree and works in administration and management. The practicum is 180 hours in MSN5855, aligned with CNML domains and built around an organizational project. A graduate clinical coordinator at MRU must approve that preceptor before your hours begin.
