Miami Regional University nursing study for Vermont residents
Because Vermont belongs to SARA, you can enroll in MRU's online NP certificates, MSN-FNP, leadership MSN and RN-to-BSN while living there. Vermont has no rule aimed at out-of-state clinical placements, but its Board is precise about APRN students' preceptors: they must be Vermont-licensed APRNs or physicians, never PAs.

MRU programs a Vermonter can join
Vermont's SARA membership meets MRU's condition that online students reside in a member state, or in Florida, for every term (residency rule). MRU's NC-SARA licensure table, reviewed in August 2025, puts Vermont under "Meets" for FNP, AGACNP and PMHNP. The catalog's own licensure promise covers Florida only, and it tells out-of-state students to ask their home board first: here, the Vermont Board of Nursing in the Secretary of State's Office of Professional Regulation.

Vermont's own test for an APRN student's preceptor
According to the FAQ published by the Vermont Board of Nursing, an APRN student can be precepted by an APRN or a physician who holds an active, unencumbered Vermont license, whose experience matches the student's role and population focus, and who works directly with the program's faculty. A physician assistant cannot fill that role. MRU layers its own criteria on top, kept in the handbook on the student portal (what MRU publishes).
Vermont is full practice in AANP's listing, with one condition. Until an NP has both 24 months of practice and 2,400 practice hours, a collaborating agreement with a physician or APRN licensed in Vermont is required. A newer NP can still precept you, but the collaborator may want to know.
Vermont's Board rules out PAs as preceptors for APRN students, so do not build an MRU NP rotation around one.
Silence on out-of-state placements
Since 11 May 2023, Part 5 of the Board's rules has required Board approval to conduct any nursing education program in Vermont; the exception is an online-only program with approval from the Vermont Agency of Education (26 V.S.A. 1584 is worth reading alongside it). The research for this page found no rule, FAQ or statute that deals specifically with out-of-state programs placing students in Vermont clinical sites.
Under 26 V.S.A. 1583(2), students are exempt from licensure for practice incidental to their study in a Board-approved program, so your own valid RN license is the thing to keep in order. Before a site commits, get MRU's Office of Academic Affairs to tell you how it views Vermont.
Where Vermont NP students look
Burlington-South Burlington is the only metro, at about 228,000 people in 2025. About 60,000 live in the Rutland area, and about 87,000 Vermonters sit in the Lebanon-Claremont area that crosses into New Hampshire. The usual starting points are Southwestern Vermont Medical Center, a Dartmouth Health member; Rutland Regional Medical Center; and the University of Vermont Health network, which includes Central Vermont Medical Center, UVM Medical Center and Porter Medical Center. We mention them as landmarks, not as places known to host MRU students.
Vermont funded nurse preceptor grants once, in fiscal 2023, for critical access hospital nurses teaching students of Vermont programs. No source shows them running since.
Licensing: a Compact member since 2022
Vermont implemented the Nurse Licensure Compact on 1 February 2022; it has not enacted the APRN Compact. Board Rule 4.1 sets a limit: once your primary state of residence is Vermont, a multistate license issued by another Compact state stops covering you here. Since MRU expects you to live here, plan on a Vermont license, which also meets the DNP's Compact condition. The general picture for students outside Florida is on our out-of-state clinicals page.

Questions MRU students ask
Does my Vermont preceptor need a Vermont license, or would Florida's rule apply?
Vermont's Board expects an APRN student's preceptor to hold an active, unencumbered Vermont license. Florida's preceptor rule only governs clinical settings in Florida, so it does not come into it. MRU verifies credentials itself before approving anyone, so collect your preceptor's Vermont license number and details early.
I moved to Vermont from another Compact state. Is my old multistate license enough?
Not for long. Vermont's Rule 4.1 lets a multistate holder from another Compact state practice without a Vermont license only while their primary residence is elsewhere. Once Vermont is home, apply for a Vermont license. Tell MRU about the move as well, since its programs tie enrollment to where you live.
Can I use a preceptor on the New Hampshire side of the Lebanon-Claremont area?
That area crosses the state line, but a site in New Hampshire falls under New Hampshire's rules, not Vermont's. Read our New Hampshire guide and check with MRU before planning hours there. Your RN license also needs to be valid for practice on that side of the border.
Will a Vermont hospital preceptor receive a state grant for teaching me?
Almost certainly not. Vermont's Act 183 of 2022 funded a one-time round of grants in fiscal 2023 for critical access hospital nurses precepting students of Vermont programs, and no source shows it continuing. Students of out-of-state schools such as MRU were outside it even then.
