Utah residents in Miami Regional University's nursing programs
Utah is a SARA state, so MRU's online NP certificates, MSN-FNP, leadership degrees and RN-to-BSN are available to you as a resident. Utah also has a written rule for out-of-state programs: MRU has to show the Board and the Division of Professional Licensing that its accreditation, faculty and preceptor licensing meet the standard before it places you in a Utah agency.

Programs open to you while you live in Utah
Residing in a SARA state for the whole program is an admission condition for MRU's online tracks, and Utah qualifies (residency rule). Utah appears in MRU's 2025 NC-SARA licensure disclosure, where all three NP specialties (FNP, AGACNP, PMHNP) are rated "Meets". The catalog, however, promises that licensure requirements are met only in Florida and tells students elsewhere to check first with their home board; in Utah that is DOPL's Board of Nursing and Certified Nurse Midwives.

Rule R156-31b-609: what MRU must show Utah
Whenever an out-of-state nursing program seeks clinical or practicum experience for its students in Utah agencies or institutions, Utah Admin. Code R156-31b-609 applies. Pre-licensure and graduate students are treated the same.
Before the first placement, the program must satisfy the Division and Board that it has:
- approval from its home-state board of nursing
- accreditation by a nursing accreditor holding US Department of Education recognition
- faculty whom the program employs, who meet home-state and accreditor standards and are part of a higher education institution; any who supervise face to face need a Utah or Compact-state license
- a plan covering how faculty or preceptors, and clinical sites, are chosen and supervised
After that, each year by 1 August, the program files a report: it states how many students it placed in Utah, verifies its accreditation, and attests to the Utah or Compact-state licenses held by its face-to-face faculty and preceptors. Before you commit to a site, put the question to MRU's Office of Academic Affairs: has MRU met these conditions for Utah?
A Utah preceptor's yes is only half of it. Utah expects MRU itself to have satisfied the Division and the Board before you log any hours there.
Full practice along the Salt Lake, Provo and Ogden corridor
AANP lists Utah as a full-practice state, so NPs there practice on their own license. When the program comes from another state, each preceptor it uses in Utah must hold a Utah or Nurse Licensure Compact party-state license that is in good standing. MRU then adds its own rules from the portal handbook.
Salt Lake City-Murray had about 1.31 million people in 2025, Provo-Orem-Lehi about 773,000, Ogden about 673,000 and St. George about 214,000. MountainStar Healthcare (an HCA Healthcare system), University of Utah Health and Intermountain Health are the names NP students in Utah usually weigh; none is described here as a site for MRU students. No Utah preceptor tax credit or grant was recorded in our research.
RN licensing and Utah's two compacts
Utah has been under the enhanced Nurse Licensure Compact since 19 January 2018. If you hold a multistate license as a Utah resident, it works for clinicals here and fulfills the DNP's admission condition. The APRN Compact became Utah law on 24 March 2022, but only five states have enacted it and it needs seven before it operates. Questions MRU students ask
Does Utah's rule affect MRU's DNP practicum?
It covers clinical or practicum experience without separating graduate from pre-licensure programs, and it asks for accreditation by a recognized nursing accreditor. MRU's master's and certificate programs are ACEN-accredited, while the DNP has been an ACEN candidate since 4 September 2024. Ask MRU how it handles Utah for DNP practice hours; see the DNP program.
Does my Utah preceptor need a Utah license specifically?
Utah's rule accepts a license in good standing from Utah or another Nurse Licensure Compact party state. MRU also verifies credentials before approving anyone and keeps its own preceptor criteria in the student handbook. Collect the license number and expiry early so MRU's check does not stall.
Will MRU report me by name to the Utah Board?
Per the rule, the yearly report due 1 August contains a headcount of students placed in Utah facilities, license attestations for faculty and preceptors, and proof of accreditation. Anything else MRU shares with the Board is for MRU to explain, so ask the Office of Academic Affairs if it matters to you.
Can the AGACNP certificate work from Utah?
Yes, with one trip. The certificate is online apart from a mandatory three-day block of campus skills and simulation in semester I. After that, 810 acute-care hours across three clinical courses have to be arranged in Utah facilities, which brings Utah's out-of-state rule into play for each placement.
